MEMORANDUM
TO: Interested Parties
FROM: Jeff Starling for Attorney General
RE: State of the Race for Oklahoma Attorney General
DATE: February 3, 2026
Oklahoma’s next Attorney General will play a pivotal role in defending President Trump’s America First agenda, fighting federal overreach, combatting burdensome and unnecessary regulations, and protecting the conservative values that define our state. Voters are demanding a proven conservative outsider with real legal experience, not another career politician who has spent his life trading favors in the halls of the state capitol. Jeff Starling is that candidate.
Jeff’s only Republican opponent, Jon Echols, is a career politician funded by liberal trial lawyers and special interests. He’s a swamp insider who has used crony insider connections to advance his own bottom line and represents exactly what Oklahoma voters are rejecting: insider deals, establishment politics, bigger government, and a lack of real-world legal experience. Jeff Starling is the candidate Echols does not want to face—a political outsider with a fresh perspective who will unite the party and win decisively in the general election.

With financial support from committed conservatives, Jeff Starling will win the primary, unite the Republican Party, and deliver a decisive victory in the June primary. The Oklahoma Attorney General’s office—and President Trump’s America First agenda—demands nothing less.
Jeff Starling’s fundraising is not just strong, it’s historic. And it tells you everything you need to know about the state of this race.
Jeff has now crossed the $1 million mark in total funds raised through the end of January. Since entering the race in July, he has outraised career politician Jon Echols by a commanding 2-to-1 margin: $918,000 to $440,000 as of December 31st. That’s despite Echols entering the race a full six months earlier with every structural advantage of entrenched political connections and a lifetime of political favors and handouts.
The first quarter of 2026 is the most critical fundraising period of the campaign. Money donated now spends far more efficiently than money late. Having resources in the bank by the end of March allows us to efficiently and smartly make proactive spending decisions and get the most bang for our buck. And the ability to spend early allows us to frame the race and the choice for voters on our terms.
To achieve this, the campaign is executing an aggressive schedule of fundraising events, call time, and donor outreach across the state. Jeff is traveling extensively meeting voters in every corner of Oklahoma, building grassroots enthusiasm, and demonstrating the kind of retail political energy to win.
Between July and December, Jeff outraised every candidate running for statewide office in Oklahoma, with the sole exception of Chip Keating, a candidate for Governor. That’s a stunning achievement for a first-time candidate running against an entrenched establishment figure.
The fourth quarter made the trajectory unmistakable. Jeff outraised Echols $309,000 to $169,000—a nearly 2-to-1 advantage that demonstrates accelerating grassroots support heading into the critical months ahead. Even more embarrassing for Echols: he failed to outraise the lone Democrat in the race, who beat him by 37% over the same period. After adjusting for expenses, Echols netted less than $25,000 in Q4. That is a devastating number for a career politician with every advantage at the outset of the race.
Despite Echols’ six-month head start, Jeff is now on pace to surpass him in cash on hand. Republican donors have made their choice clear: they’re backing the outsider, not the insider.
Jeff Starling brings what Jon Echols lacks: practical experience, a pro-business track record, extensive litigation expertise, and unbeholden independence.
With over 20 years of experience in law, energy, and business, Jeff has practiced law—litigating cases, representing clients, and winning in the courtroom. He understands the legal system from the inside, not from the cheap seats of a legislative chamber. That experience matters. Oklahoma’s Attorney General must be a skilled litigator ready to take on criminals, violent illegal immigrants, and politicians who abuse the public trust, while defending our constitutional rights and pushing back against Big Government and Big Tech. Jeff Starling has the resume to do the job.
Career politician Jon Echols, by contrast, has spent his career in the state legislature, not in the courtroom, and is now cashing checks from liberal trial lawyers and special interests. His donor base reads like a who’s who of the establishment special interests that have long dominated Oklahoma politics. That’s not the background voters are looking for in their next Attorney General.
Jeff is a successful businessman who has built companies, created jobs, and made payroll. He understands the challenges facing Oklahoma’s economy—and the regulatory burdens that government imposes on hardworking families and small businesses. Jeff has been a leading voice for tort and legal reform in Oklahoma for over a decade and has pushed to streamline regulatory and permitting burdens on Oklahoma businesses. He will bring that perspective to the Attorney General’s office, fighting for an Oklahoma where entrepreneurs can thrive, small businesses can create jobs, and government gets out of the way.
Oklahoma needs an Attorney General who will be a warrior for conservative values and a reliable ally of President Trump’s America First agenda. Jeff Starling is that fighter.
Jeff will use the Attorney General’s office to:
Jeff Starling owes nothing to the political class. He is running to serve only the people of Oklahoma, and he will fight for them every single day.
